Important annoucements from the Saskatchewan Real Estate Commission
Amendments to the Residential Contract of Purchase and Sale are coming into effect October 23, 2024. Please see the Summary of Amendments for more information.
Additional check boxes are being added to section 6.2(c) to disclose whether the water heater, water softener, alarm system, furnace, and central air conditioner, if included, are rented or owned by the Seller.
Further, a quick response code is being added to the form. The QR code links users directly to the Consumer Information Guide. The guide provides definitions, introduces topics, and aims to answer questions that members of the public may have, including:
- To demonstrate how working with a registrant protects consumers;
- To introduce consumers to the Commission and its role;
- To explain some of the things that a registrant can do for buyers and sellers;
- To alert consumers to the risks of being self-represented; and
- Much more.
The Commission recommends that all registrants review the Consumer Information Guide with their clients.

Consumer Alert Re: Regal Property Developments Ltd. Regal Properties De Mexico S. de RL de CV Caban Condos
The Financial and Consumer Affairs Authority of Saskatchewan (FCAA) warns consumers about the companies, Regal Property Developments Ltd., Regal Properties De Mexico S. de RL de CV, and Caban Condos (the group of companies are collectively referred to herein as “Caban Condos”).
Michael (Mike) Delaire, on behalf of Caban Condos, claims to be constructing condominium units located in Mexico and offering them for sale to Saskatchewan residents.
Neither Mike Delaire nor the Caban Condos companies are registered in Saskatchewan to trade in real estate.
If you have any relevant information about the activities of Caban Condos or its representative, Mike Delaire, or if you have signed a contract with any of the above and/or paid a deposit in relation to the purchase of a condo unit located in Mexico, we ask that you contact the FCAA Insurance and Real Estate Division at 306-787-6700 so we can ensure that we have accurate and complete information as we continue to investigate.

Using Direction on Offers
Effective May 30, 2024, The Real Estate Regulations were amended to allow sellers to provide a direction on when or how they would like offers to be delivered. Additional information on the amendment can be viewed here:

A New Registration Model
Effective January 1, 2024, the Saskatchewan Real Estate Commission will be implementing a new registration model. The decision to move from the current model was undertaken after consultation with stakeholders and consideration by the Commission. The change in education requirements necessitated a change in the Commission Bylaws, which in turn required notice to, and approval from, the Financial and Consumer Affairs Authority of Saskatchewan (“FCAA”). Now that the requisite changes to the Bylaws have been approved and processed by the FCAA, the Commission is pleased to announce the changes to its registration model.
Currently, students interested in real estate sales are required to complete education courses relating to all three of the specialty real estate categories (Residential, Commercial, and Farm) and are eligible to trade in all three categories upon registration. Under the new model, students will be able to become registered with the Commission without completing courses in all three of the categories.
As of January 1, 2024, all students will be required to complete the Phase 1 – Real Estate as a Professional Career and the Phase 2 – Residential Real Estate as a Professional Career courses in order to become registered with the Commission. Once these two courses are complete, the student will be eligible for registration with the Commission to trade in residential real estate only. Students have the option of completing the Phase 2 – Commercial Real Estate as a Professional Career and/or the Phase 2 – Farm Real Estate as a Professional Career courses at a later date in order to be registered to trade in those areas.
